PGA organized two critical side events on 8 December, which provided concrete reflections on serious issues faced by the Rome Statute system. Both events gathered high-level participation from the ICC and States representatives, as well as other civil society organizations.

Bien que la plupart des gouvernements du Moyen-Orient et Afrique du Nord ont exprimé leur soutien à la CPI, ils sont peu nombreux à avoir pris les actions nécessaires afin de ratifier ou accéder au Statut de Rome.
La mise en œuvre est l’adoption par un Etat d’une législation lui permettant de respecter l’objectif du Statut de Rome de « mettre un terme à l'impunité des auteurs des […] crimes les plus graves qui touchent l'ensemble de la communauté ».
La région Asie-Pacifique demeure l’une des plus sous-représentées au sein du système du Statut de Rome. Alors que la région représente plus de 60% de la population du monde, seuls 19 des 55 Etats de l’Asie-Pacifique sont parties au Statut de Rome.
L'universalité du Statut de Rome de la CPI peut être réalisée une fois que tous les États décident de ratifier ou d'adhérer au Statut de Rome de la CPI.
Le Statut de Rome continent une obligation de coopérer pleinement avec la CPI (art. 86) et d’adopter des procédures nationales de coopération (art. 88).
Tous ces amendements étendent la compétence de la CPI à des formes de crimes de guerre qui n’étaient pas initialement prévues par le Statut de Rome, lorsqu’ils sont commis par les ressortissants ou sur le territoire d’un Etat partie.
