It is the longstanding policy of the UK Government to oppose the death penalty in all circumstances, especially in cases that do not meet the minimum standards defined by the International Covenant on Civil and Political Rights. We regularly engage with governments, including in Commonwealth countries, on human rights and the death penalty. Answered on 19 November 2021

C'est avec une profonde inquiétude que PGA a pris connaissance ce matin de la communication d'une circulaire du Ministère de la Justice de la République Démocratique du Congo officialisant la décision de lever le moratoire sur la peine de mort dans le pays.

The ratification comes 2.5 years after the ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights (ICCPR), aiming at the abolition of the death penalty (ICCPR-OP2) by the Government of Armenia which took place on 18 March 2021.

La peine capitale constitue une grave violation des normes internationales et du droit des droits de l'homme, car elle inflige des tortures et d'autres formes de mauvais traitements aux condamnés à mort, dont l'interdiction est pourtant une norme impérative du droit international.
