Japan and the Death Penalty

Japan is a retentionist country. The country sentenced 4 individuals to death and carried out 15 executions in 2018. 116 people remain on death row. While Japan ratified the International Covenant on Civil and Political Rights (ICCPR) in 1979, it has yet to ratify its Second Optional Protocol aiming at the abolition of the death penalty (ICCPR-OP2).
