Los parlamentarios tienen un papel imprescindible y fundamental que desempeñar en la promoción de la firma, ratificación e implementación del Tratado sobre el Comercio de Armas. Como rama legislativa del Gobierno, el Parlamento y los parlamentarios han realizado, y continuarán realizando, contribuciones sustantivas a la creación de un tratado sólido ampliamente ratificado e implementado. Como parlamentarios, y dada su proximidad con los principales encargados de adoptar decisiones en el Poder Ejecutivo del Gobierno, los parlamentarios pueden ejercer considerable influencia constructiva a fin de obtener las firmas, ratificaciones y finalmente la implementación del Tratado sobre el Comercio de Armas (TCA) en sus respectivos países.

El propósito de este manual parlamentario es resaltar, de manera clara y sencilla, las distintas e igualmente importantes maneras en que los parlamentarios pueden proceder y hacer avanzar al TCA de forma duradera y decisivamente positiva. Por consiguiente, se espera que los parlamentarios de todo el mundo encuentren en este manual una fuente de referencia útil en las múltiples y distintas iniciativas de promoción y de formulación de leyes en que participen para lograr la universalidad del TCA.
