Towards a Crimes against Humanity Treaty: Why it’s needed and next steps
Crimes against humanity rank among the gravest international offenses, yet there is no dedicated treaty that imposes State obligations to prevent or punish them.
Description
This policy brief explains why a dedicated treaty on crimes against humanity is urgently needed, how it differs from the Rome Statute, and the key proposals under discussion, including slavery and the slave trade, forced marriage, gender apartheid, and victims' rights. It also offers recommendations on how parliamentarians can help shape the political momentum and strengthen the Treaty by the 30 April 2026 deadline for States to submit proposals for inclusion in the draft articles.PDF(s)
