Togo and the Death Penalty

Togo is an abolitionist country since 2009, when the capital punishment was removed from the country’s Criminal Code.

Since that date, Togo has voted in favor of the UN General Assembly resolutions urging a universal moratorium on executions. Togo has ratified both the International Covenant on Civil and Political Rights (ICCPR) in 1984 and its Second Optional Protocol aiming at the abolition of the death penalty (ICCPR-OP2) in 2016.


1-2 June 2018: In partnership with Ensemble contre la peine de mort (ECPM) and Culture pour la paix et la justice (CPJ), PGA organized a regional parliamentary seminar entitled “Abolition of the death penalty in Africa: the role of parliamentarians”, in Kinshasa (DRC). This event was attended by Hon. Jean-Joël Kissi and Hon. Derman Assouma, PGA Members, who committed to call on their government to become leaders in promoting the abolition of the death penalty in Africa.


19-20 December 2016: PGA’s partners Ensemble contre la peine de mort (ECPM) and the Federation of Actions of Christians for the Abolition of Torture (FIACAT) organised a workshop on the abolition of the death penalty in Ouagadougou (Burkina Faso), which was attended by Hon. Nassara Djobo, PGA Member (Togo).


28 July 2015: The Parliament of Togo, under the leadership of PGA Member Hon. Jean-Joël Kissi, Chair of the External Relations Committee, adopted a bill authorizing the ratification of the optional Protocol to the International Covenant on Civil and Political Rights aiming at the abolition of the death penalty. PGA has welcomed ratification by Togo of the Second Optional Protocol to the International Covenant on Civil and Political Rights.
