Chad and the Death Penalty

In 2015, Chad resumed executions, after a 12 years period without any death sentences being carried out. Indeed, despite the government having announced in 2014 that it would abolish the death penalty, the Chadian Parliament adopted on 30 July 2015 a new law on fighting terrorism, which includes the death sentence.

In 2018, Chad imposed the death sentence on at least 4 individuals though it did not carry out any executions. While Chad has ratified the International Covenant on Civil and Political Rights (ICCPR) in 1995, it has yet to ratify its Second Optional Protocol aiming at the abolition of the death penalty (ICCPR-OP2).


26 February – 1 March 2019: Honourable Théophile Yombombe Madjitoloum, 3rd Deputy Speaker of the National Assembly of Chad, and Honourable Dr. Jacques Dingaomaibé Laouhingamaye, Member of the National Assembly of Chad and of the ACP-EU Joint Assembly, both PGA Member, attended the 7th World Congress against the Death Penalty, organized by Ensemble contre la peine de mort in Brussels (Belgium). During the Closing Ceremony, Hon. Yombombe delivered the final declaration on behalf of parliamentarians.


1-2 June 2018: In partnership with Ensemble contre la peine de mort (ECPM) and Culture pour la paix et la justice (CPJ), PGA organized a regional parliamentary seminar entitled “Abolition of the death penalty in Africa: the role of parliamentarians”, in Kinshasa (DRC). This event was attended by Hon. Théophile Yombombé, PGA Member, who committed to call on the Chadian government to apply a moratorium on death sentences and to mobilise all members of the National Assembly towards abolition.


29 December 2016: PGA’s leading member in Chad and 3rd Vice-Speaker of the National Assembly, Hon. Théophile Yombombé, penned a column in Jeune Afrique. Entitled “Chad: the death penalty in the accused’s dock” (in French), it underlines the inefficiency of the capital punishment in countering terrorism.


19-20 December 2016: PGA’s partners Ensemble contre la peine de mort (ECPM) and the Federation of Actions of Christians for the Abolition of Torture (FIACAT) organised a workshop on the abolition of the death penalty in Ouagadougou (Burkina Faso), which was attended by Hon. Théophile Yombombé, PGA Member (Chad).


4 September 2014: PGA members in Chad welcomed the repeal of death penalty in the new draft Criminal Code bill adopted by the government. The draft code was introduced in Parliament and was set to be discussed in the parliamentary session of April 2015. PGA members promoted the support and adoption of this provision during the discussions.
