- Briefings on ICC Ratification and Implementation from Members of Parliament of the PGA network on the occasion of the “Annual Parliamentary Forum” (hosted by the Swedish Parliament), the special Parliamentary session on counter-terrorism, and the meetings of the PGA International Council and Executive Board.
- Adoption of a parliamentary resolution entitled “Preventing and Combating International Terrorism” which links certain terrorists’ atrocities with crimes against humanity and identifies the ICC Statute as a valid measure for effective counter-terrorism.

“Meetings and Consultations on ICC Ratification in South Asian States” held at the Parliament of India.  MPs, Govt. representatives, and members of civil society from Bangladesh, India, and Nepal discussed with an international delegation of PGA the prospects in the region for ICC ratification and accession. The Minister of Justice of India, as well as leading parliamentarians from the External and Home Affairs Parliamentary Committees of India, agreed to work with PGA to overcome obstacle for India’s participation in the ICC. The Ministers of Law and of Information of Bangladesh agreed to approach the Prime Minister to promote expeditious ratification.

Study session on the ICC by Japan’s PGA National Group [consisting of 57 MPs from majority and opposition] and Government officials. The European Commission and the Spanish Presidency of the EU presented the European common position on the ICC.  The study session successfully raised awareness and support for the ICC, as well as discuss future initiatives that could be undertaken by PGA Japan in this regard. This was the first meeting on the ICC held in the Japanese parliament, as the executive had not yet handed over the Rome Statute for consideration by parliament.

“Séminaire sur la ratification et la mise en oeuvre du Statut de Rome de la Cour pénale internationale”:  hosted by the Parliament and Government of Mauritius and organised in collaboration with the Agence Intergouvernementale de la Francophonie. The conference brought together parliamentary representatives from 9 Francophone States from the Indian Ocean, Central-Eastern Africa and Northern Africa. All participants agreed on a ‘Mauritius declaration’ on the ICC calling for universal ratification and effective implementation of the Rome Statute.

“International Conference on ICC Ratification and Implementation”: organised by the Parliament of Spain (Senate) in collaboration with PGA, and with the technical advise of the Ministry of Foreign Affairs of Spain. The conference included the participation of MPs from Iberian and Latin American states. European parliamentarians and representatives of sub-regional parliamentary bodies (e.g., Parlantino, Andean Parliament, Amazonic Parliament, European Parliament, Parliamentary Assembly of the Council of Europe) also participated. The 120 MPs in attendance marked the entry into force of the Rome Statute with the adoption of the ‘Madrid Declaration’ in support of the effective functioning of the ICC system. “International Criminal Justice, the promotion of human rights, and the fight against terrorism – conference for Members of the Commonwealth of Independent States (CIS)”: to be hosted by the Duma of the Russian Federation. MPs from the Russian State Duma and selected CIS countries will be invited. The Conference will also seek the participation, as appropriate, of Russian Govt. officials working on the ICC dossier, as well as members of civil society & the legal community.

Ottawa, Canada
Annual Parliamentary Forum of PGA entitled “An informal Parliamentary Assembly for the International Criminal Court and the Promotion  of the Rule of Law”: to be hosted by the Parliament of Canada. Experts and MPs from ICC Member States and Third States will discuss ways and means to promote worldwide adherence to the legal regime of the ICC Statute, as well as measures to ensure effective parliamentary support and oversight for the ICC Assembly of States Parties. South Mediterranean State to be identified

“South-Mediterranean Conference on ICC Ratification and Implementation”: to be hosted by a National Parliament. MPs and experts from some Member States of the League of Arab States and the European Union will be invited.

Consultations and briefings with members of the National Attorneys General Association (NAAG) aimed at fostering awareness and understanding of the ICC amongst State-level elected officials in the US. The project is conducted in partnership with the Lawyers Committee on Human Rights
