At the initiative of Sen. Raynell Andreychuk (Canada), then Convenor of the PGA International Law and Human Rights Program, the second session of the Consultative Assembly took place September 12-13, 2003 at UN Headquarters in New York, in parallel with the Second ICC Assembly of States Parties.

Approximately 140 legislators from all regions of the world actively participated in discussions on important and controversial issues on the ICC agenda, subsequently adopting the New York Declaration on Parliamentary Action in Support of the ICC, in which parliamentarians defined guidelines and initiatives crucial to making the Court a universal, effective and independent institution.

The II Session of the Consultative Assembly of Parliamentarians for the ICC and the Rule of Law was supported by the European Commission (EU), the Government of Canada (DFAIT), the Government of the Netherlands, the Government of Switzerland and the Ford Foundation, as well as the Permanent Mission of Sweden to the United Nations.
