Seminar on Equality and Non-Discrimination for Latin American Parliamentarians

Within the framework of PGA’s Parliamentary Campaign against Discrimination based on Sexual Orientation and Gender Identity (PGA’s SOGI Campaign), the Gender, Equality and Population Program, in collaboration with PGA’s National Group in the Legislative Assembly and the Attorney General’s Office for the Defense of Human Rights of El Salvador, convened a Seminar on Equality and Non-Discrimination for Latin American Parliamentarians that took place in San Salvador, El Salvador on Monday, November 3rd, 2014.

The Seminar, made possible with the generous support of the Hivos Foundation, had the following objectives:

  • Sensitize legislators on human rights principles of equality and non-discrimination in accordance with international human rights law;

  • Encourage an open dialogue among Latin American law-makers and civil society representatives to address the needs and identify the obstacles LGBTI people face in accessing healthcare, education, employment and justice in their countries; and

  • Discuss and share best practices and strategies to incorporate equal rights for LGBTI people in the legislative agenda with a view to review current laws and/or enact comprehensive non-discrimination legislation that includes sexual orientation and gender identity.

Parliamentarians from Belize, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Jamaica and Peru attended the Seminar along with Ms. Montserrat Solano Carboni, Ombudsman of Costa Rica and her colleague, Mr. David Ernesto Morales Attorney General for the Defense of Human Rights of El Salvador. 

At the conclusion of the proceedings, Parliamentarians adopted a Statement of Commitment to work in their parliaments in promoting and protecting the rights of the Lesbian, Gay, Bisexual, Transgender, and Intersex (LGBTI) community in accordance with international and regional human rights instruments.
